the main issue. The tuffest part of a reusable rocket is apparently the reusable(fully or semi cryo)engine,better still,fundings permitted,like in the case of china and US,hypersonic scramjet. Mind u a reusable rockets/space plane has a lot more overhead dead weight than a disposable rockets,like a re-entry survivable winged fuselage.To make it work takes a long time and lots of money. Besides it must be quite big,considered the weight of indispensibles like control system,electronics and the fact that a big vehicle is usually a more efficient vehicle in terms of % of liftoff mass as mass to orbit. Testing a half ass glider and hype it up as a space shuttle is just a PR exercise. Apparently china had tested such gliders yrs ago just lo profiled or unannounced and it was the yanks who hyped it up as some kind of space fighter. Being said, the hindus did achieved something to the uninformed:

1)publicity. Now the BR types has something to brag

2)Hindu space agency gets a new cash cow to milk
