First, the group agreed to settle individual claim bilaterally, but one of them deviate from these to claim through outside body unclos.  Second, the group was not firm in excluding outside force, that is US and Japanese navy personnel, from all sort of claiming having their support to interfere in bilateral matter.  This group have lost their credibility.
