In Hong Kong or in Taiwan, Chinese should use economic sanction targeting trouble makers to get the best effect.  Example, forbid spending of whatever dollars on constituent of legislators who invite Dalai Lama to his contituency, or those who collaborate with foreigners or go against Chinese interest in South China Sea. For the rest in Hong Kong or Taiwan they should be given tourist dollars or businesses because they support Chinese aspiration.
