I suspect most modern radars can do some mapping of the target object, a balloon is a easy job.

Could gun shells explode on impact with the fibre skin of a balloon? Or one or 2 rounds with proximity fuse wouldnt do?. look, 97  30mm shells.

If it was only a 3 metre balloon, the pilot could have easily blown it to pieces with the engine exhaust in a simple manoeuvre
