What the author actually means is that many Westerners find the situation (Sino-Russian cooperation) deeply disturbing. The problem with occidentals is that they want to continue to to treat Russians and Chinese people as second class yet are alarmed when Russian and Chinese people resent such treatment, band together and say "screw you, we'll form our own order." So as a result, occidentals will write seemingly scholarly pieces based overwhelmingly on anecdotes and distorted facts that portray China as some kind of rapacious bogeyman. This is known as projection. Don't fall for the bullsh1t.

On a related side note, in the past 700 years, it has been irrefutably documented that Russia has always lost land and been attacked from the West (France, Germany, Sweden, Poland, and NATO). The amount of Russians who died fighting their white brethren (tens of millions) is literally hundreds of times greater than the amount of Russians who died fighting China (less than 10,000).
