Their biggest problem is not setting their priorities rite, often its for image gratification, sometimes becos of establishment inertia. Even within their military, its the only bigger military power that keeps on increasing manpower and spends little on R&D. Obviously the more new chinese HW come out, the more insecure they'll become. Seems the BRs like to use the following jargons:
