If a Chinese and American destroyer both have the same number of VLS cells but it takes 8 Chinese SSMS to do the work of 1 American SSM, the American SSM is more cost effective because one American ship can pack as much punch as 8 Chinese ones and inflict a sh1tload more damage. At the end of the day, a sunken destroyer and dead crew cost more than an SSM.
