Like Khruschev withdrawn the Soviet ballistic missiles from Cuba in 1962, the result is disastrous not just his political career but the entire power reputation of the nation. This is a kind of 'Cold - Cold War'  that requires ceratin patiences and endurances of demonstration of firepower without firing a shot. If China keep a strong Army, weak Navy or Airforce might resulting further more humilations. The Sea power is China's weak link, the west understood this and thats why they keep making troubles at sea or China's maritime safety. Remember the 'Galaxy incident' back in 1993, when the US Navy chasing the Chinese freighter under the direct order of Bill Clinton, making false accusations of  the ship carrying nuclear or chemical weapon  materials for Iran and until the 1994, Yellow sea incident, when a PLA Navy Han class 091 SSn being stalked and harassed by the Us carrier group Kitty Hawk at sea during a training trail. The weak naval presence of China at  sea has resulted again and again humilations of China. I dont understand why keeping such A BIG ARMY is for what? The Navy receieved the fewest funds and China is reluctant to acquire more submaines or warships from Russia to boost her Navy !
