doctrine? Are you kidding? Is that the way the CF does things? It sounds pretty bizzare to reorganize before being clear about the purpose of reorganizing. Seems what the PLA did was debating and developing new doctrine and doing feasibility studies before reorganizing and developing appropriate technologies... Not sure who is making good judgement here.
